Within three years from November 10, 1978, the Secretary must send a general management plan to the Senate Committee on Energy and Natural Resources and the House Committee on Interior and Insular Affairs. The plan must cover how to protect the river’s resources; plans for visitor use and transportation (locations, timing, costs); visitor capacity limits for all areas; and any proposed boundary changes with reasons.
