The Secretary must manage the park under the National Park Service Act of August 25, 1916, and may use available conservation powers for wildlife and natural and cultural resources. The park must be run with low levels of use and restricted access. Because the park’s resources are fragile, visitor use must be kept so harm is negligible, and the Secretary must set limits on how many visitors the park can handle. Within three complete fiscal years from March 5, 1980, the Secretary, working with The Nature Conservancy and the State of California, must send a comprehensive general management plan to the Committee on Interior and Insular Affairs of the House and the Committee on Energy and Natural Resources of the Senate, using the criteria in section 100502 of title 54. The plan must include alternative designs for a public transportation link to the mainland, developed with California and the Secretary of Transportation, must seek scientific advice, and must include public hearings in Ventura and Santa Barbara Counties. Parts of the plan about marine mammals must be prepared by the Secretary of Commerce in consultation with the Secretary and the State of California.
