The Secretary can spend federal money to work with The Nature Conservancy and other private landowners for research, caring for resources, and protecting and managing visitors. Funds that were for Channel Islands National Monument are moved to Channel Islands National Park. Starting October 1, 1980, more money may be appropriated as needed, but development funds cannot exceed $500,000. The Land and Water Conservation Fund provides $30,100,000 for buying land. Any amounts authorized but not spent in a fiscal year remain available later.
