Creates Biscayne National Park ('park') in Florida to protect rare land, marine, and amphibious life and natural beauty for public education and enjoyment. The boundary is shown on map no. 169–90,003 (April 1980), on file at the National Park Service. The Secretary (Secretary of the Interior) must publish a detailed boundary in the Federal Register by June 28, 1981, and may make minor boundary changes after written notice to the House and Senate natural-resources committees by publishing a revised map or description.
