The Secretary must create a 10‑member advisory council for Great Sand Dunes National Park and Preserve to advise on making and carrying out the management plan. The Secretary will appoint one each from or nominated by the Alamosa County Commission, the Saguache County Commission, and the Friends of the Dunes; plus four local residents near the San Luis Valley and three public members with relevant backgrounds. The council follows federal advisory rules, fills vacancies the same way, elects a chair, makes its own rules, members serve without pay, and it ends when the management plan is complete.
