Creates the Kalaupapa National Historical Park Advisory Commission with eleven members appointed for five-year terms. Seven must be patient-elected current or former patients. Four come from the Governor’s recommendations, with at least one Native Hawaiian. The Secretary names the chair and fills vacancies likewise. Members are unpaid but can be reimbursed. The Secretary must consult the Commission on park operations, training, and visitors; visitor limits bind the Secretary if certified by a referendum of patients on the Kalaupapa Registry. It expires 45 years after December 22, 1980.
