The Secretary cannot spend more than $60,500,000 from the Land and Water Conservation Fund to buy land, and cannot spend more than $2,000,000 for building essential facilities. The Secretary may use additional money from that fund to buy other specified lands. Also, up to $3,000,000 is authorized for construction and development inside the park. Within three years after the law takes effect, the Secretary must work with the Governor of South Carolina and send a general management plan to the Committees on Interior and Insular Affairs of the United States Congress. The plan must say which nearby lands or rights are needed and their costs; how many visitors and what kinds of public use the park can handle; and where needed facilities should be and how much they will cost.
