Sets the official boundary for Salem Maritime National Historic Site using a map dated April 1987 (map number 373–80,011). The site was designated on March 17, 1938. That map is kept at the National Park Service and anyone can look at it there. The Secretary of the Interior can add land inside that boundary by gift, purchase with donated or appropriated money, or by exchange. If the land belongs to the Commonwealth of Massachusetts or a local government, it can only be given as a donation. Any land added becomes part of the historic site and follows the site’s rules. The Secretary may also get property in the city of Salem for a visitor center, but must first do an economic cost‑benefit study. The Secretary can use money to develop or run a visitor center even if the government does not own the land outright. Leases must be at least 25 years with an option to renew for another 25 years, require the owner to keep the property in good condition, limit rent to fair market value set by an independent appraiser acceptable to both sides, and reduce rent by the value of improvements paid for by the Secretary. The Secretary may not take more than 12,000 square feet this way. The economic study and any proposed purchase or lease must be sent to the proper Congressional committees at least 120 days before the deal takes effect.
