The Secretary must run and protect the park under this law and the general National Park Service laws. The park must be kept so its scenery, nature, geology, history, archaeology, fish, and wildlife are preserved and available for the public now and for future generations. Fishing is allowed under U.S. and Nevada law, but the Secretary may set no-fishing zones or times for safety. Except in emergencies, fishing limits must be made after talking with the State agency in charge of fishing. After public notice and a hearing, the Secretary must write a management plan and send it to the House Committee on Interior and Insular Affairs and the Senate Committee on Energy and Natural Resources within three years after October 27, 1986. The plan can be changed later and must cover grazing and fish and wildlife rules, made after consulting the state agency in charge. Federal lands in the park, subject to valid existing rights, are taken out of public land sales, mining claims, mineral leasing, and the Geothermal Steam Act. The Secretary may allow grazing at the same level as on July 1, 1985, and will manage it. Grazing permits may be exchanged for lands outside the park, but not if that would cause overgrazing. The Secretary may accept donated grazing permits and then end the grazing those permits allowed. Existing water-related range improvements may be maintained under reasonable rules. The United States gets no new water rights beyond any tied to the original creation or withdrawal of Humboldt National Forest and Lehman Caves National Monument, and water use must follow Nevada law. The Secretary is encouraged to make cooperative agreements with other public agencies to interpret the Great Basin region, including running programs or facilities outside the park with the landowner’s permission.
