The Secretary may get land and land rights inside the park by donation, by buying with donated or government money, or by exchange. The Secretary of Commerce may give the Liberty Ship SS Jeremiah O’Brien to the Secretary for the park’s historic fleet. Other federal property in the park can be moved to the Secretary’s control for park use if the agency that now controls it agrees, and for no payment. Land owned by California or its local governments can only be acquired by donation. The Secretary may make deals with the State or local governments to improve berthing using government funds if the State provides land on terms the Secretary accepts. The Secretary may also acquire vessels, heavy marine equipment, and drydock facilities. The Secretary must notify the House Committee on Natural Resources and the Senate Committee on Energy and Natural Resources in writing at least 90 days before getting any large historic vessel, including estimated costs to preserve, restore if needed, and maintain it. The Secretary must not acquire a historic vessel under this rule until the Secretary has told those Committees in writing that enough funds have been made available to preserve and maintain the vessels listed in section 410nn–1(e)(1).
