Within 3 years after June 23, 1992, the Secretary must prepare and send a general management plan to the Committee on Interior and Insular Affairs of the House of Representatives and the Committee on Energy and Natural Resources of the Senate. The plan must follow section 100502 of title 54 and the goals of this subchapter. It must include a program to protect resources and note any land the park needs to buy; a plan for visitor use and education; a development plan for roads, trails, signs, buildings, and other visitor facilities that also protects the park’s historic integrity; a research plan; and identification of appropriate cooperative agreements listed in section 410nnn–4.
