The Secretary must, within 3 full fiscal years after funds are available to prepare a general management plan, send that plan to the Senate Committee on Energy and Natural Resources and the House Committee on Natural Resources. The plan must follow this subchapter and include a visitor use and interpretation program (covering prehistoric and historic themes, including the “gateway theme” and early Spanish settlement of New Mexico), a statement of how many visitors and what public uses the park can reasonably handle while protecting its resources, and a general development plan with estimated costs.
