The park must be run under this law and the other laws that normally apply to units of the National Park System. If any rule in this law conflicts with those other laws, the rules here control. After talking with the Salt River Bay National Historical Park and Ecological Preserve at St. Croix Commission, the Secretary may make cooperative agreements with the United States Virgin Islands or its local governments to help manage the park. Within 3 years after money is provided for this part, the Secretary, working with the Commission and the public, must write and send a general management plan to the Committee on Energy and Natural Resources of the United States Senate and the Committee on Natural Resources of the United States House of Representatives. The plan must explain how the park will be protected, managed, used, and developed and must include visitor education, visitor facilities, natural and cultural resource management (with priority for preserving and studying land, sea, and archaeological resources and enforcing the Archaeological Resources Protection Act of 1979 and the National Historic Preservation Act), consultation with the Virgin Islands Division of Archeology and Historic Preservation, ideas for park concessions by qualified Virgin Islands-owned businesses, and staff training. For the 10-year period starting February 24, 1992, the Secretary must, subject to available funds, pay for U.S. government employees who work directly on joint park management and set up a training program with the Virgin Islands government to train local citizens in park operations, but the Secretary cannot provide more than 50 percent of the funding. The main goal is to teach skills needed to run a Virgin Islands Territorial Park System.
