Creates the Dayton Aviation Heritage Commission to help federal, state, local, and private groups preserve and manage historic places in the Miami Valley, Ohio, tied to the Wright brothers, aviation, and Paul Laurence Dunbar. The Commission has 13 members chosen by federal officials and local governments: three appointed by the Secretary (including at least one National Park Service representative), three appointed by the Secretary after Ohio’s Governor suggests candidates (including one from the Ohio Historical Society), one by the Secretary of Defense for Wright-Patterson AFB, three by the Secretary after Dayton suggests candidates (one must live near the park’s core parcel), and one each appointed by the Secretary after recommendations from Montgomery County, Greene County, and Fairborn. Members serve three-year terms and can be reappointed up to three times (if first appointed to fill a vacancy, up to four reappointments). The first appointments must be made within 30 days after the Secretary gets all required recommendations. The Commission elects a chair and vice chair for two-year terms; the vice chair acts as chair when needed. Vacancies are filled the same way as the original appointments and must be filled within 30 days after a recommendation is received; replacements serve the remainder of the term. A majority of current members is a quorum, but fewer can hold hearings. The group must meet at least three times a year when called by the chair or a majority. Members do not get pay; full-time federal employees get no extra pay for serving. Travel expenses and per diem are allowed under section 5703 of title 5. Section 1013(b) of title 5 does not apply. The Commission ends on January 1, 2004.
