Summary

The Commission must have a Director it chooses. It can hire and pay other staff it needs, including specialists in things like preservation, Black history and literature, aviation, interpretation, and urban revitalization. It can also hire temporary or occasional workers as allowed under section 3109(b) of title 5, and the Commission sets the pay for those workers. Federal agencies with members on the Commission can lend staff when asked, and the Commission must pay them back. The General Services Administration will provide requested administrative help for reimbursement. The Commission can also accept and pay for staff from state or local governments. The Director and staff can be hired outside the usual federal hiring and pay rules, but no one may be paid more than the annual basic pay for grade GS–15.
