The Secretary can use any money already available for the Chesapeake and Ohio Canal property to run and care for the park. Money can be provided up to $28,400,000 for buying land and up to $17,000,000 (1970 prices) for developing the park. These limits can be raised or lowered to match normal changes in construction costs based on engineering cost indexes.
