Commissioners must work under the Secretary of the Interior to open or fix any roads needed for the battlefield. They must also find and mark things like trenches, walls, defenses, lines of battle, troop locations, buildings, and other historic sites on or near the battlefield, using tablets or other markers the Secretary chooses. The commission may hire workers, with pay set by the Secretary, and buy supplies and materials needed to carry out sections 423, 423a, and 423b to 423h of this title.
