State officials from any State that had troops at Petersburg may go onto Petersburg National Battlefield to find and mark where the troops fought. Before any permanent markers are placed, the exact line locations and plans for markers (designs and inscriptions) must be sent to and get written approval from the Secretary of the Interior based on written reports from the battlefield commissioners. All States must be treated the same, and a grant to one State can be used by any other.
