The Secretary may acquire land, water, or interests inside battlefield park only from willing owners by gift, purchase with donated or federal funds, or exchange, and must take minimum interest. With owner consent, the Secretary may obtain easements around Richmond outside the park to protect core Civil War resources identified by Civil War Sites Advisory Committee; easements must be included in park boundary. The Secretary must use permanent conservation easements when practicable and preferred and may acquire Tredegar Iron Works and land in Richmond for a visitor center.
