The Secretary must run the New Market Heights battlefield through the Director of the National Park Service, under laws including the Acts of August 25, 1916 and August 21, 1935. The Secretary must create a monument honoring the 14 Medal of Honor recipients from the United States Colored Troops and include that battle and the role of black Union soldiers in park interpretation. The Secretary may work with the Commonwealth of Virginia (including Richmond), private owners, and others to protect and interpret historic resources and provide planning help, but may not own or manage resources outside park boundaries.
