Starting in fiscal year 1999 and after, donations for certain conservation programs (see section 5304, part I of the African Elephant Conservation Act (16 U.S.C. 4211 et seq.), and section 4264) and fines under section 2204 of the African Elephant Conservation Act (16 U.S.C. 4224) that are not used to pay rewards under section 2205 (16 U.S.C. 4225) must go into the Fund and may be spent without more congressional approval to provide assistance under section 2101 of the African Elephant Conservation Act (16 U.S.C. 4211). The Secretary of the Interior may use up to 3% of the amounts appropriated to the Fund to run the Fund.
