"Map" means the boundary map noted above. The Secretary may accept donations, buy land from willing sellers with donated or appropriated funds, or trade for land inside the boundary. State, county, or city land may only be added by donation. To link areas that were separate on February 20, 2003, the Secretary may get easements by donation, purchase from willing owners, or exchange. The Secretary must manage the district under park and National Park System laws, may work with culturally affiliated federally recognized tribes, governments, and others, may run a visitor center, and must write a general management plan within 3 years after funds become available that describes protection, visitor use, facilities, and keeps private owners’ access to their land.
