The Secretary can make a deal with the city of Murfreesboro, Tennessee to pay for and help build a trail that links the battlefield to Fortress Rosecrans. If the city gets the land, builds the trail, and runs it to the Secretary’s standards, the Secretary will give any federal funds available for buying land and building the trail and will give technical help to the city and Rutherford County for planning. The Secretary can also accept the city’s donation of the remaining parts of Fortress Rosecrans at Old Fort Park and keep and explain them as part of the battlefield. The Secretary may also agree with the city to provide rescue, firefighting, and law enforcement help without charging the city, with support from nearby agencies.
