The Secretary must write rules within nine months after November 18, 1988 to carry out this law. The rules must say how to decide which caves are "significant." When more than one Secretary is involved, they must work together and try to make similar rules. The Secretary must find and list significant caves on Federal land and create an initial list within one year after the final rules are published, after talking with private groups including cavers. The list must be updated sometimes, and caves being considered must be protected during that time. The Secretary may limit cave use, make volunteer management agreements with scientists and recreational cavers, and set up advisory committees. The Secretary must also make sure significant caves are included in land management plans started after November 18, 1988 and encourage communication among land managers, cave users, and the public.
