The Secretary of the Interior may buy land, buy rights in land, or make use agreements with owners (and their heirs and assigns) to preserve, protect, and improve the Antietam Battlefield—about 1,800 acres in Maryland—and U.S. property there. The goal is a clear public view and to keep or restore the site to how it was at the battle, except areas with public buildings, monuments, and the Antietam National Cemetery. These acquisitions may ignore the proviso limit in section 430nn of this title.
