The President can declare, by proclamation, the government land and the Perry’s Victory Memorial on South Bass Island to be the "Perry’s Victory and International Peace Memorial." That includes the memorial itself and its approaches, retaining walls, buildings, and other property. The site is set aside to protect its history, to teach about international peace through arbitration and disarmament, and for people to use and enjoy. The memorial area is 14.25 acres. It begins at the middle of Delaware and Chapman Avenues in the village of Put‑in‑Bay and runs to the shore of Lake Erie and back, covering parts of lots 1 and 2 and part of lot 12 (East Point) in Put‑in‑Bay Township, Ottawa County, Ohio.
