At the Governor's request, the Secretary must set up and run the Hawaii Experimental Tropical Forest in the State. In this law, "Forest" means the Hawaii Experimental Tropical Forest; "Governor" means the Governor of Hawaii; "lands" means land, water, and interests in them; and "State" means the State of Hawaii. The Forest must show how to manage tropical forest resources well, including sustainable harvesting balanced with conservation. It must also be a place for research on tropical forestry and conservation, and a center for demonstrations, education, training, and outreach. The Governor and Secretary will pick one or more suitable sites in the State using scientific, ecological, and administrative criteria, and the sites must be large enough to manage. The Forest boundaries will be shown on an official map that the public can see at the State Division of Forestry and Wildlife office. The Secretary may work with the State, make grants and contracts, use cooperative research authority, and make or apply rules needed to run and protect the Forest. Section 1643 of this title applies. The State keeps its civil and criminal authority over people in the Forest, except for penalties for offenses against the United States.
