When the Secretary of the Interior decides enough land has been bought, the place becomes De Soto National Memorial. The Secretary, using the National Park Service, will manage it for the public and must announce the establishment in the Federal Register. The National Park Service Act (Aug. 25, 1916; 39 Stat. 535), as amended, governs development when it applies and does not conflict with this law or section 450dd.
