Lands bought under section 450jj–3 become part of the Memorial as soon as they are acquired. The Secretary of the Interior must run the Memorial under sections 450jj to 450jj–9 and follow laws that apply to national park units, including the National Park Service Act of August 25, 1916, and the Act of August 21, 1935. When work is done on the added area, the Secretary should use help from State and local governments and from private groups as much as possible. The Secretary may make cooperative agreements with the State, local governments, or any person. Each agreement must at least say how the State, local government, or person will notify the Secretary about any proposed action that could affect the area.
