The Commission must create and send to the Secretary, within two years of August 24, 1984, a development and management plan for the East Saint Louis, Illinois, part of the Memorial. The plan must show how to protect the area's resources; describe the kinds and general scale of development for visitor use (including movement, transport, where things go, when they will happen, and cost estimates); set visitor capacity limits; consider possible changes to the park boundary with cost estimates; make sure Illinois work fits with the Missouri side; identify chances to work with federal, state, local, and private partners; and propose ways to increase local involvement and jobs while reducing day-to-day National Park Service duties. The plan must also cover needs and plans for fixing up the whole East Saint Louis waterfront and nearby areas so they match and support the Memorial, say what roles government and private groups would have, and include cost estimates plus recommendations for federal, state, and local administrative and legislative actions.
