Title 16 › Chapter CHAPTER 1— - NATIONAL PARKS, MILITARY PARKS, MONUMENTS, AND SEASHORES › Subchapter SUBCHAPTER LXI— - NATIONAL AND INTERNATIONAL MONUMENTS AND MEMORIALS › § 450ss–3
The Trust must hand over everything connected to the Memorial to the Foundation within 90 days after January 23, 2004. That includes all money, buildings, land next to the Memorial, artifacts, contracts, trademarks, copyrights, and any other property or rights tied to the Memorial. Anything given to the Trust after that handover will belong to the Foundation. Any bills or obligations the Trust approved before the transfer become the Foundation’s responsibility on the day of transfer. Within 30 days after the transfer, the Trust must close down and tell the Secretary the date it closed. The Secretary, through the National Park Service, can make agreements with the Foundation to provide visitor or other agreed help and will pay for those services. The General Services Administration must help with the transfer and cannot be paid back for that help. State and local police may be used for Memorial security.
