The Secretary can give the rest of $5,000,000 from the National Park Service’s National Recreation and Preservation account to start an endowment fund. That money stays available until it is used. Any federal dollars spent under these rules must be matched by at least one non‑Federal dollar for every Federal dollar. Gifts to the Foundation for making, keeping up, running, or funding the Memorial count toward that match, no matter what year the gift was made.
