The United States will set aside land and nearby waters on the islands of Chicamacomico, Ocracoke, Bodie, Roanoke, and Collington as the Cape Hatteras National Seashore Recreational Area once the government owns title to all those lands and the underwater land next to them (except lands inside established village limits). The Interior Secretary will draw the exact boundaries inside about one hundred square miles. The area is for the public’s use and enjoyment. The United States may not buy those lands with public money; it can only accept them if they are given by public or private donation.
