Creates the Cumberland Island National Seashore in Georgia for public outdoor use and to protect its scenic, scientific, and historic features. The seashore is the area shown on map CUIS 40,000E (Boundary Map, Cumberland Island National Seashore), dated January 1978, which the National Park Service keeps on file and lets the public view. The Secretary of the Interior can make small changes to the seashore boundary. Before doing so, the Secretary must notify in writing the Senate Committee on Energy and Natural Resources and the House Committee on Natural Resources, and must publish the new map or boundary description in the Federal Register. The total area cannot be more than 40,500 acres.
