Valid land claims, locations, or entries made before July 3, 1926 stay valid. People with those claims keep the right to use and enjoy their land. The Secretary of the Interior can, under rules he sets, give permits to legitimate claimants, owners, or lessees to cut timber for use or improvement of their land and to graze livestock. Fees for grazing cannot be higher than Forest Service rates nearby, and these activities must not harm the park’s main purpose. No permit or lease for dams, conduits, reservoirs, power houses, transmission lines, or other water or power works inside the park can be granted without Congress’s specific approval.
