Names and explains five key words used in this part. Excluded area means one of four places left out of the recreation area shown on the official map. Forest plan means the land and resource management plan for the Six Rivers National Forest. Recreation area means the Smith River National Recreation Area. Secretary means the Secretary of Agriculture. Inner gorge means the very steep, unstable slope next to the stream or river with a 65 percent or greater gradient, running from the channel or recent floodplain up to the first big break in slope (usually 15 percent or more).
