Creates the Smith River National Recreation Area to protect the Smith River watershed, its wild and scenic rivers, plants and animals, and recreation, while allowing sensible, sustained use of its natural resources. The area is shown on a map called “Proposed Smith River National Recreation Area,” dated July 1990, kept at the Forest Service chief’s office for public viewing. The Agriculture Secretary may make small boundary changes after public comment. The outer boundary includes the recreation area and four excluded areas. The Six Rivers National Forest boundary is changed as shown; maps and the legal description are on file at the Forest Service chief and the Six Rivers Forest Supervisor. About 20 acres that were federal land under the Interior on November 16, 1990 are transferred to the Agriculture Secretary and must be managed under National Forest System law.
