The Secretary, through the Bureau of Land Management director, must manage the conservation area to conserve the resources named in section 460ccc–1 and must follow this subchapter, the Federal Land Policy and Management Act of 1976, and other laws. Only uses that help those purposes are allowed. Hunting is allowed under Nevada law, but after consulting the Nevada Department of Wildlife the Secretary may close zones or times for safety, management, or public enjoyment. Steps to prevent severe fire, insect outbreaks, or disease are allowed. Mechanized vehicles may be used only on roads and trails designated in the management plan under section 460ccc–3, except for administrative or emergency needs. The Secretary may limit visits to protect the area.
