All Federal land inside the conservation area, and any land the United States adds to it after November 16, 1990, must be taken out of use under the public land, mining, mineral‑leasing, and geothermal‑leasing laws. That does not apply when the subchapter specifically allows something else or when someone already holds valid existing rights. The Secretary may give the owner of the Old Nevada recreation facility approximately 20 acres of Federal land in the conservation area that were used for visitor parking on March 1, 1994, if the owner swaps in other land in the conservation area of equal or greater value that the Secretary accepts.
