Manage and protect the Recreation Area so it stays conserved, safe, and improved for the reasons it was created. The Secretary of the Interior must follow this law, the Federal Land Policy and Management Act of 1976, and other laws. Only uses that match the area's purposes are allowed. A full management plan must be finished no later than 5 years after March 12, 2019. The plan must say how the land will be used and cared for, get lots of public input, consider existing studies, and be fully consistent with the settlement agreement signed January 13, 2017 in Southern Utah Wilderness Alliance, et al. v. U.S. Department of the Interior, et al., No. 2:12–cv–257 DAK. Motor vehicles may only be used on roads and routes the management plan names, except for emergencies or official work. No new permanent or temporary roads or vehicle routes can be built after March 12, 2019. Needed repairs to existing designated roads are allowed, and roads may be rerouted to protect resources or safety. Livestock grazing that existed before March 12, 2019 may continue under reasonable rules, and an inventory of grazing facilities must be done within 5 years after March 12, 2019 with affected permittees. The Secretary must educate the public about Cold War and historic uranium mine sites while protecting health and safety. Any land the United States buys inside the area after March 12, 2019 becomes part of the Recreation Area and is managed the same way. Subject to valid existing rights, federal land in the area is closed to new claims, mining claims, and mineral or geothermal leases. A study of nonmotorized trails, including bike trails, must be done within 2 years after March 12, 2019. The Secretary may work with the State under section 307(b) of the Federal Land Policy and Management Act (43 U.S.C. 1737(b)) and other laws to protect and maintain the area.
