The government must give public notice when land is offered for sale for cottage sites. The Secretary of the Army will make rules for how to announce it, including local publication. Current cottage lessees must get written notice within 90 days after those rules appear in the Federal Register, and that notice must state the land’s appraised fair market value. Sales can be by auction, sealed bids, or negotiated sales after competitive bidding. The price must be at least the appraised fair market value. The Secretary may transfer U.S. title by quitclaim deed but require the land be used only for cottage sites. If it is used for other purposes, ownership goes back to the United States. Transfers can include other conditions needed for reservoir management or to protect cottage owners.
