Creates a national recreation area on the U.S. side of Lake Amistad, on the Texas–Mexico border, to let the public enjoy outdoor recreation and to protect scenic, scientific, cultural, and other values of the lands and waters. The area follows the map titled "Boundary Map, Proposed Amistad National Recreation Area", no. 621/20,013–B, dated July 1969, which is kept at the National Park Service. The Secretary of the Interior can make small boundary changes, but the area cannot exceed 58,500 acres. Inside that boundary, the Secretary can buy or accept land with donated or appropriated funds, swap land, or get transfers from other federal agencies without repaying them.
