Within 3 years after March 12, 2019, the Secretary must create a long-term management plan for the Scenic Area. The Secretary must work with state, tribal, and local governments (including Inyo County and the Tribe), utilities (for example, Southern California Edison and the Los Angeles Department of Water and Power), the Alabama Hills Stewardship Group, and the public. The plan must cover keeping existing public utility and other rights-of-way in place. The Secretary may allow limited casual mining using only hand tools and small devices such as metal detectors, hand-fed dry washers, vacuum cleaners, gold pans, small sluices, and similar items. Until the plan is finished, the Secretary must manage the area under the current management rules.
