The Secretary must create and can change rules needed to carry out this part of the law. The rules must cover private property use inside the recreation area (and may use other powers given elsewhere), protection of historic, archaeological, and fossil sites, limits on motorized or mechanical equipment that travels on or changes federal land surfaces, limits on the use and number of motor and nonmotor river boats (the Snake River is a recognized place for such craft), and how to manage natural resources on federal land like selective timber cutting, mining, grazing, and other existing compatible uses.
