The Secretary, through the Chief of the Forest Service, must manage the Recreation Area to protect its scenic, scientific, historic, cultural, and other values. The work must also protect fish and wildlife and their habitat (including controlled burns to help habitat), keep watersheds and streams healthy and flowing, provide outdoor recreation (like hunting, fishing, hiking, camping, climbing, and nature study), keep Congress‑designated wilderness areas, and use natural resources in ways that fit these purposes. Hunting, trapping, fishing, and habitat work are allowed under U.S. and Nevada law. The Secretary, after consulting the Nevada Department of Wildlife, may set off zones or times when those activities are not allowed for safety, management, or public use reasons. Livestock grazing may continue under federal law with reasonable rules. The Secretary may also take reasonable steps to protect the land and resources from fire, insects, or disease.
