The Secretary must create a general management plan for the Recreation Area no later than 3 full fiscal years after August 4, 1993. That plan will amend the Toiyabe National Forest Land and Resource Management Plan, reflect the new Recreation Area, and make the Recreation Area rules available to the public as a separate document. The plan must be made with full public input and must include: programs for education and explanation of the area's resources; proposals for visitor facilities (including one or more visitor centers); plans to protect natural and cultural resources with a focus on archaeology and enforcement of the Archaeological Resources Protection Act of 1979 and the National Historic Preservation Act; wildlife and fish plans made with Nevada officials; recreation plans with Nevada; wild horse and burro herd plans with Nevada agencies; and an inventory of lands not now managed as National Forest so future purchases can be considered. Natural and cultural plans must be prepared with the Advisory Council on Historic Preservation and Nevada’s Division of Historic Preservation and Archaeology. The plan must also include the Bureau of Land Management’s recommendations on whether the Mt. Stirling, La Madre Mountains, and Pine Creek Wilderness Study Areas (per the BLM Wilderness Status Map, March 1990) are suitable for wilderness. Until Congress decides otherwise, the Secretary, through the Forest Service Chief, must manage those study areas to keep their chance for wilderness designation.
