Sets money and rules for buying and managing land for the recreation area. From the Land and Water Conservation Fund starting in fiscal year 1978, up to $115,000,000 may be used to buy land and land rights for the area. The Secretary may also accept gifts of money or land. That money is in addition to land and funds given by the State of Georgia, local governments, private groups, companies, or people. Starting October 1, 1978, up to $500,000 may be borrowed for building essential public facilities. Requires a general management plan for the recreation area. Within seven years of August 15, 1978, the Secretary must work with the Governor of Georgia and send a plan to the House Committee on Resources and the Senate Committee on Energy and Natural Resources. The plan must say which nearby lands should be bought, estimated costs and which public agency should buy them, how many visitors and types of use the area can handle without harm, and what facilities are needed with locations and costs. A revised plan must be sent within three years after funds become available, and the Secretary should involve the state, local governments, landowners, citizens, schools, and other groups. Federal agencies planning actions in the corridor that could harm natural or cultural resources must tell the Secretary early, let the Secretary comment, and report final decisions. If the Secretary finds a likely harmful action that was not reported, the agency must then follow these steps. Federal actions on lands managed by the Secretary inside the area cannot start without the Secretary’s agreement, except for emergency actions for life or property safety, declared disasters, urgent national security needs, or actions the Secretary finds consistent with the management plan.
