Creates the Morley Nelson Snake River Birds of Prey National Conservation Area to protect and improve birds of prey, their habitats, and the area's natural, scientific, cultural, and educational values. Uses of the public lands that existed on August 4, 1993 may continue, subject to other parts of the law. The area covers about 482,457 acres of federal land managed by the Bureau of Land Management and is shown on a map dated November 1991. The Secretary of the Interior must file that map and a legal description with the House and Senate committees soon after August 4, 1993. The map is treated as part of the law but may be corrected for minor errors and will be available for public inspection at BLM offices. Except for valid existing rights, lands in the area are closed as of August 4, 1993 to new public‑land claims, mining and mineral or geothermal leasing, and most land disposals; pending applications from that date must be returned. Mineral materials from existing sites may be used if compatible with the conservation goals.
