The Secretary of the Interior may open national wildlife refuges, fish hatcheries, and similar conservation lands for public recreation as a secondary use. Recreation must not stop the area's main conservation goals or conflict with other federal activities. The Secretary can limit or stop recreational uses in whole areas or parts of areas when needed, after considering all allowed uses and other important facts. Activities that are not directly related to an area's main purpose cannot be used in any fiscal year until the Secretary finds both that the activity will not interfere with the primary goals and that money is available to build, run, and maintain it. It does not change earlier laws about specific areas.
