The Secretary must remove land in the Recreation Area from U.S. mining and mineral leasing laws, but can allow common mineral materials to be used to build and maintain the area. Hunting and fishing on lands and waters the Secretary manages inside the Recreation Area must follow federal and state laws. The Secretary can close places or set no-hunting/fishing times for safety, management, or public use, but must consult state fish and game departments first unless there is an emergency. State authority over wildlife and fish on national forests stays the same. The Secretary must find and manage the Recreation Area’s historic resources under division A of subtitle III of title 54 (the National Historic Preservation Act). The Secretary must consult with and consider requests from qualified residents or relatives to use and care for traditional sites, buildings, cemeteries, and other culturally important places.
